We are going to change the rules on search, on the use of appropriate force and, as I have said, on detention, but, critically, we are going to ensure that children learn to read properly at primary school. The problems involving disruptive children at secondary school are often due to the fact that they have not been taught to read. When they arrive at secondary school the curriculum is too stretching, and unfortunately they act up rather than learning. That is a tragedy, and it needs to be addressed at a very early stage.
