My hon. Friend makes a compelling point. In many cases, the individual who has not been educated has been born and brought up in a cultural system that might not encourage that, and that might not be their fault. There is obviously individual responsibility to get educated but, in terms of the bias, it is clearly the case that the more money people have the more educated they and their children tend to be, and the more likely they are to be registered.
