I hope that the Minister can deal with decent homes relatively quickly because the central issue is the Town and Country Planning Act. Does he accept that, although deals can be done between a developer and a council, which mean that a developer can build more social housing, the Bill does not stand in the way of that? It simply gives the local authority the freedom to say, "Whatever money we receive from the developer, we can choose whether to spend it on home improvement or home building." My hon. Friend Sarah Teather mentioned home improvement. The choice would be for local councils. Surely the Minister and the Government support that.
