In response to my hon. Friend Tom Levitt, the Secretary of State said, in terms, that it did not make sense to have academies applying school by school, and therefore there would be an exemption on the public benefit for charitable status. Why, therefore, is it the Government's position to have academies negotiating, school by school, terms and conditions for their staff rather than going on national agreements? If we want a national system for charitable status, which I understand, why do we not have a national system for pay and conditions in academies?
