This motion is debatable if moved before 10 o'clock, so it would be entirely wrong for the House simply to rubber-stamp a decision of this magnitude on the membership of the West Midlands Regional Select Committee, without having a full and proper debate on the matter. I note that we have almost a minute in which we can find perhaps arguments on either side about whether Mrs. Dean should replace the Under-Secretary of State for Energy and Climate Change, Mr. Kidney, as the motion suggests.

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
