If that was the Conservative policy, it certainly had the full support of the then Chancellor of the Exchequer, now the Prime Minister, who said to the CBI:

"I want to work with you so that over time we apply the concept of risk...to the decision as to whether to regulate at all."

In 2004, he said

"I want us to do even more to encourage the risk takers."

In 2006, he said to the CBI that we need

"stability through a...light-touch regulatory environment."

Where was the Prime Minister during this period when you were opposing these policies?
