At the previous Foreign Office questions, the Foreign Secretary confirmed that the criteria for the resumption of the EU-Russia partnership talks included Russian compliance with all six points of the ceasefire agreement and the return of ethnic Georgian refugees to their homes. Russia remains in clear breach of the ceasefire agreement, because Russian troops have not withdrawn to their pre-war positions. EU ceasefire monitors are still denied entry to Abkhazia and South Ossetia, and Georgian refugees have not been able to return home, yet the Government have now agreed to the resumption of the EU partnership talks with Russia.
