I speak as a Conservative and Unionist Member. Will the Secretary of State explain why the Minister of State, who is sitting alongside him, has concluded:

"There is no case for the massive restructuring" of the current fiscal arrangements for Scotland, when apparently the Labour leader in the Scottish Parliament believes that they should be fundamentally reviewed? May I have a straightforward answer?
