With the greatest respect, the Minister did not answer yes or no to a very plain yes or no question from my right hon. Friend Mr. Lilley, so let me try putting it in a different way. The Minister cites paragraph 2 of article 176A, but will he assure the House that under no circumstances could the European Union vote by qualified majority voting on the allocation of a member state's energy resources? Will he give us that assurance?
