Why did he shout that out?

Mr Skinner shouted "Lord Ashcroft" as Ashcroft has often come under criticism due to the transparency of his donations to the Tories. Especially while he was Treasurer in 2000 and again in 2004 when he tried to donate £2m to his specified candidates, rather than into general Conservative Central Office funds. We must not forget that this is a one party problem it has blighted British politics for years.
