One of the changes in the pre-Budget report that will favour some of the wealthiest in society is the reduction in the capital gains tax rate that will apply to non-business assets. That will mean that those of us who own second homes will be paying less capital gains tax on any profits made on those properties. Does the right hon. Gentleman oppose that policy?
