I am grateful to my hon. Friend for the interest that he is taking, and I agree with him and my right hon. Friend Mr. Field. Just setting up a shiny new organisation with a new building and a new set of people will not achieve what we want to achieve. I wish to reassure my hon. Friend—who rightly takes a great interest in such matters, as do I—that the new staff will have full trade union rights and retain their pension rights and conditions of service. That will enhance confidence among the staff that they can deliver the challenging task that the Bill sets them.
