I wish to present a petition from the constituents of Merthyr Tydfil regarding the toxic effect of the open-cast site at Ffos-y-frân, near Merthyr Tydfil. Previous petitions have had 25,000 signatories. This petition contains six signatures of the people worst affected.
The petition states:
The Petitioners therefore request that the House of Commons urges the Secretary of State for Environment, Food and Rural Affairs...to use his powers to either reverse this planning decision affecting the Ffos-y-frân site at Merthyr Tyfdil, which has failed to take sufficient note of public concern and outrage over toxic material being disturbed on this said site, and to ensure that any revised application would be bound by law to include a 500 metre buffer zone protection provision; or at this stage retrospectively, using his extensive discretionary powers, award the inclusion of a 500 metre buffer zone distance between this site specifically and homes and schools to prevent the disturbance of toxic waste; or insist, using his station, that the Welsh Assembly, with its devolved power, implements either of the above measures.
And the Petitioners remain, etc.
To lie upon the Table.
The House of Commons is one of the houses of parliament. Here, elected MPs (elected by the "commons", i.e. the people) debate. In modern times, nearly all power resides in this house. In the commons are 650 MPs, as well as a speaker and three deputy speakers.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
