The Leader of the House might recall that in March 2004 we had a lengthy debate, which I opened, on the disclosure of the Attorney-General's opinion. Dr. Palmer mentioned troop morale. A major factor in troop morale is knowing that the actions that they take are lawful in international and domestic law. In that regard, will there be a change of emphasis from the Government? In other words, will there be a presumption in favour of disclosure where possible, rather than a presumption against?
