Does the Prime Minister agree that the cause of efficient energy use in future will be better served by encouraging energy companies to enter into contracts with consumers, in which they agree to invest in methods of reducing energy use and to share the savings? Would that not be better than the companies continuing to endeavour to sell as much energy as possible to customers? Is he pressing for progress in developing ways of doing that, as suggested and outlined in the energy review?
