still not an adequate answer what are the further steps to be taken so he can have a formal response

I can't really see what you would consider an "adequate answer". The Speaker can't force a minister to reply to a letter or have a meeting with someone if they don't want to. What she can do is allow someone to state a greivance and put it on record, which is exactly what she has done.
