That is not a point of order for the Chair, but the hon. Gentleman has made his point and Ministers from the Department of Health are present to hear it.

still not an adequate answer what are the further steps to be taken so he can have a formal response

I can't really see what you would consider an "adequate answer". The Speaker can't force a minister to reply to a letter or have a meeting with someone if they don't want to. What she can do is allow someone to state a greivance and put it on record, which is exactly what she has done.
