My hon. Friend is right. It is also the case that about 95 per cent. of the deaths that result from passive smoking occur as a result of passive smoking in people's homes, not in public places or in membership clubs.

This is a very odd thing for the Minister to say. It seems to eviscerate any life-saving purpose the Bill purports to have.

I have written a short post on my blog exploring the Minister's statement, and other things, entitled "Smoking Ban", a mostly serious but slightly humourous look at the subject. I invite discussion there on the subject from smokers and non-smokers alike. Links to other on-going discussions would also be appreciated.
