I am listening to my right hon. Friend particularly closely, because he chaired the former Home Affairs Committee that produced an excellent fourth report containing a huge amount of expert data. It worries me all the more that he has referred to the use that the private sector would make of the system. I understood the Home Secretary to say clearly that the private sector would have no access to the register, but my right hon. Friend seems to suggest that it would.
