I wonder whether the hon. Gentleman can help me on a point of clarification. I have read clause 24(6) and I understand that the significant majority of the Bill applies only to England and Wales and does not cover Scotland. Is that his understanding? As he was speaking, it seemed that he was suggesting that the Bill would affect his constituency in Scotland, and I do not believe that it would.
