Does my right hon. Friend agree that the bombing of the UN headquarters in Baghdad on 19 August was not only a terrible tragedy in terms of lives lost and injuries caused, but dismaying because it led to the UN's decision, which was understandable enough, to withdraw its international personnel from Iraq? Surely it is important that there should be no perception that the UN has abandoned the field to terrorists and that it should be seen to be playing a full and authoritative role in Iraq during the period of reconstruction and transition. When does he expect UN international personnel to be back inside Iraq?
