On page 7 of yesterday's document on human rights in Iraq appears the statement that, for failing to qualify for a World cup football match, the Iraqi team were caned on the soles of their feet. As FIFA investigated this matter and on 4 November 1997 made a statement that there was no truth in it whatever, do the Government have better information on a footballing matter than FIFA?
