I remind the hon. Gentleman that the devolution settlement, which is embodied in the Scotland Act, grew out of a consensus—of which, of course, his party was not a part—that embraced every aspect of Scottish civic life. I wish to proceed in the spirit of that consensus. Obviously, he has a completely different agenda, which Scotland rejected at the last general election.
