I think that the Minister will find that the reason for that figure is that a number of employees are now working shorter hours, so they are not going to the jobcentre to sign on. Although such people have not lost a whole job, the change means that less money is circulating in the local economy. If employees do not work full time, there is a longer-term impact, even if the number of employees remains fairly high on site.
