How is it, then, that the people who were not attracted to the utilities but were in post when they were first privatised also got astronomical pay rises? If the hon. Gentleman accepts that there should be a link between pay and ability, does he not support the concept in the Bill that there should be some transparency about directors' pay and that it should be linked to performance?
