In her discussions with the Irish Government, has the Secretary of State raised the issue of the British-Irish Council? Can she tell us what steps have been taken to ensure that the British-Irish Council is in place with at least as significant a role as the North-South Council on devolution day?

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
