I am trying to follow the right hon. Gentleman's curious argument on disproportionality of power. Under our system, on two occasions in this century—once in 1951, and again in 1974—the party that won the most votes lost the general election. Regardless of the proportionality of our system, can we tolerate one in which the party that wins loses?
