While my hon. Friend is recalling the Labour party's manifesto promises, does he agree that Labour also made great play of seeking out a not-for-profit operator? The Government now propose to rest on the 1993 Act, which places on the director general an obligation to maximise the sums paid to good causes, but whether or not the operator is profit making is not a relevant consideration under the Act.
