I shall merely say that it looks as though the wrong half of the Conservative party failed to get re-elected last year. My hon. Friend cites the good example of NESTA in connection with additionality—if it is so important for the Government to get involved, why did not the previous Government do so?

I look forward to the Bill's unhampered passage through the House, and its rapid evolution into the establishment—yes, I use the phrase again—of a true people's lottery, which is what we intend to have.
