I simply go by what the Prime Minister said—he, I assume, sets out policy for the Government. I assume that what the Prime Minister said is the basis on which the Government are operating. He said: We don't believe it would be right to use Lottery money to pay for things which are the Government's responsibilities. That is not my definition, although it is not a bad one to be going on with. I am surprised that the Secretary of State does not feel able to support the Prime Minister.
