I welcome the proposal for a commission of several people to regulate the lottery, but is the Secretary of State willing to consider separating the function of selection of the operator from the function of regulation? In a written answer, he said that he was aware of the risk of regulatory capture, and it is desirable that the regulator should be seen to be at arm's length.
