Queen's recommendation having been signified

Resolved,That, for the purposes of any Act resulting from the Crime and Punishment (Scotland) Bill, it is expedient to authorise the payment out of money provided by Parliament of any expenses incurred by the Secretary of State in establishing and maintaining the Scottish Criminal Cases Review Commission.—[Lord James Douglas-Hamilton.]

Secretary of State

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
