I thought that he might have been rising to record the 6.9 per cent. increase in the number of general practitioners since 1978–79 in his local health authority, or perhaps to congratulate it on 60 per cent., of the local population being covered by fundholding, but no, he raises yet again another argument that we killed off both in Committee and on the Floor of the House.
