Let me make clear that we have no antipathy at all to the idea of children succeeding their parents in farming. My neighbour in Somerset is a fifth generation tenant, and a fine farmer. The trouble is that the introduction of the compulsory legal principle has not preserved the system, and it has so dried up the supply of tenancies that it has become a dead letter. It is the failure in reality—as to the theoretical principle—to which we have objected, and we have come to believe that radical reform is necessary.
