Mr. Secretary Howard, supported by the Prime Minister, Mr. Chancellor of the Exchequer, Secretary Sir Patrick Mayhew, Mr. Attorney-General, Mr. David Maclean and Mr. Nicholas Baker, presented a Bill to amend provisions relating to appeals and references to the Court of Appeal in criminal cases; to establish a Criminal Cases Review Commission and confer functions on, and make other provision in relation to, the Commission; to amend section 142 of the Magistrates' Courts Act 1980 and introduce in Northern Ireland provisions similar to those of that section; and for connected purposes: And the same was read the First time; and ordered to be read a Second time tomorrow, and to be printed.
