I attempted to explain that the definition would be difficult to contain—it would take up pages of schedules of the Measure and almost certainly leave somebody out. My hon. Friend overlooks the fact that there is, in the nature of the discretion, a capacity to be selective and discriminating with an appeals machinery and procedure. I cannot see how one can possibly behave more fairly than that, given the broad demonstration by the Church of England, through the Measure, that it is determined to help those who can show that they have real need and a reasonable title to such help.
