I thank my hon. Friend for his congratulatons— for such I took them to be. In paragraph 48, we say two things about regional money. First, we say: Consideration might also be given to the possibility of participants recording their general preference for the use of the proceeds at the time they pay their stake. They could nominate which charity or activity it went to, Secondly, we say: Amongst the factors which the Board might want to take into account is whether proceeds raised in England, Wales, Scotland and Northern Ireland should he devoted to causes in those countries. The Government would welcome views on these, and any other ways, in which the distribution of lottery proceeds could be arranged. That is a matter for consideration.
