The Spanish, Dutch, Danish and Belgian Ministers have now committed themselves to the view that such discrimination is unacceptable. That is a great improvement, and I hope very much that the Commission will soon understand that headage limits do not reduce overproduction but merely discriminate against some of the poorest parts of the United Kingdom. Some of the farmers concerned—especially those in Scotland, Wales, Northern Ireland and the backbone of England—suffer particularly from the low prices.
