Is my right hon. Friend aware that, as a distinguished and distinctive member of the Procedure Committee, the hon. Member for Newham, North-West (Mr. Banks) should have known about the 10-year rule? Does my right hon. Friend agree that it would be for a successor Committee to decide whether my right hon. Friend the Member for Finchley (Mrs. Thatcher) should be commemorated and that that Committee may decide that it would be better to have a free vote in the House on that subject rather than a referendum?
The House of Commons is one of the houses of parliament. Here, elected MPs (elected by the "commons", i.e. the people) debate. In modern times, nearly all power resides in this house. In the commons are 650 MPs, as well as a speaker and three deputy speakers.

A vote where members are not obliged to support their party's position, and can vote however they choose. This is the opposite to a whipped vote. It is customary for parties to provide a free vote for legislation dealing with matters of conscience.
