If that happens, there will be 56 directors of education, social work, planning and highways. Therefore, there is an incompatibility between making councils more local and making them efficient. Would it not be better, for the Secretary of State's safety, to leave the recommendations to an independent commission rather than have him taking unpopular decisions, especially affecting Galloway and Upper Nithsdale?
