Mr. Secretary Heseltine, supported by Mr. Secretary Hunt, Mr. Secretary Lang, Mr. David Mellor, Mr. Michael Portillo and Mr. Allan Stewart, presented a Bill to abolish restrictions on the power of the Secretary of State to designate authorities under section 100 of the Local Government Finance Act 1988; to amend the grounds upon which the Secretary of State may make a report under Schedule 3 to the Abolition of Domestic Rates Etc. (Scotland) Act 1987; to make provision for the valuation of domestic properties in England, Scotland and Wales; and for connected purposes: And the same was read the First time; and ordered to be read a Second time on Monday 3 June and to be printed. Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
