My hon. Friend is correct. The journey to competitive tendering began in 1980 and continued throughout the 1980s. It is also true that the benefits to the local community—higher quality of service at a lower cost—are to be seen significantly in Wandsworth and Westminster. It is a matter of conjecture whether the Labour party has actually got to the 20th century, kicking and screaming or not.
