Does the Secretary of State recognise that ranting on about investment levels and avoidance of responsibility on behalf of the Government led to the dismissal of the past two Secretaries of State? When British Rail brings forward its plans for an alternative route in March, is he prepared to consider them and make a recommendation on behalf of the Government, or will he simply ignore that responsibility and leave the decision to British Rail?
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
