I made it pikestaff plain tonight that everything changed with the June 1988 amendments to the 1973 Act. Death benefits are payable now, irrespective of opting out. That is a fundamental change. I also said that there had been a £25 million reduction in real terms since 1978–79, which would itself have allowed improvements in war widows' benefits.
