If the right hon. Gentleman has followed previous debates, he will recall that one of the main criticisms of the plan as previously presented, and which the details that he has given today confirm, is that it will harm the position of many smaller clubs. Clubs will see the size of their crowds persistently reduced, which will put many of them out of business. What is the Government's best calculation of the number of clubs that will be injured by the scheme in that way?
