On a point of order, Mr. Speaker. May I draw your attention to the fact that during last week's defence debate several hon. Members sat throughout both days' proceedings without having the opportunity to speak? Will you give serious consideration to applying the 10-minute limit every time we have large numbers wishing to speak?

I share the hon. Gentleman's concern. With hindsight I might have applied a 10-minute limit on both days, but last year fewer hon. Members wished to speak on the second day. I note what the hon. Gentleman has said, and I shall comment on this matter again shortly.
