The Chief Secretary to the Treasury will, of course, have read the text of my speech in Hansard, rather than rely on his rather wayward recollection of what he thinks I might have said. If he reads my speech, he will find that I said: Inevitably from time to time a Government will need to borrow. There will be times when a Government want to be in surplus.
