Will the Secretary of State concede that the principal reason for the savage rate increases over the past two years is that the Tory Government have removed £17 billion in rate support grant from local authorities, and that it has little to do with so-called profligate local authorities? Does he agree that, if his statement that there should be no rate increases is not to be dismissed as pernicious propaganda, he must acknowledge that that will depend on the circumstances of individual authorities and such factors as the rate of inflation and the level of wage and salary increases, especially for teachers?
