The right hon. Gentleman has made it clear that he believes that sanctions can be effective only if they have total support. He was Foreign Secretary when we had an arms embargo that in theory had the support of the whole world. Yet he must have know, as everyone else did, that although we honoured the embargo throughout that period, other countries were supplying arms on a massive scale. There was no problem whatever from the South African Government.
