Does the hon. Gentleman really believe that a non-clear-up rate of about 25 per cent. for murder is satisfactory? Does he think that it is reasonable that a quarter of the murders committed in London go unsolved, when the rate is nearly always 100 per cent. in nearly every other part of the country?
