The trouble and the confrontation were of the Government's making. The police did not want to be involved. They wanted to be back on their beats fighting crime. They would have been fighting crime had it not been for the Prime Minister and the right hon. and learned Gentleman. He stoked up the dispute in a way that no Home Secretary has ever done before.
